China Offshore Software Engineering Project (COSEP) Handbook

China Offshore Software Engineering Project (COSEP), which is based on the Torch Program Software Technology Parks for the Torch High Technology Industry Development Center of Ministry of Science and Technology, is a systematic project to embrace the opportunity of the global restructuring of IT industry as well as the transferring of outsourcing services, and thus to promote the internationalization of China’s software industry.

Launched at the end of 2003, COSEP covers two aspects. On the one hand, outsourcing professionals from MNCs such as IBM, Microsoft, EDS were invited to be judges to evaluate and select 100 pilot companies with high performance in software export and service outsourcing from about 10,000 software companies in over 30 Torch Program Software Technology Parks so as to establish the brand image for China’s software industry and achieve wider recognition from both domestic and foreign
clients. On the other hand, with supports from local S&T administrations and high-tech development zones, 11 Torch Program Software Technology Parks were certificated as the key service support zones. At the same time, 4 public service platforms on company training, market expansion, technical support and financial services were established with cooperation from the Torch Center to create a favorable environment for software companies to enhance their strength in software export and
service outsourcing.

COSEP has gone through three phases of resource integration, market entry and overseas development. COSEP targets to direct and support the assembly of innovative elements in enterprises, consolidate and strengthen Japanese market, further develop the American and
European market, orient to the high-end development of the industrial chain of software export and service outsourcing, and encourage the qualified COSEP companies to go global. By September 2007, COSEP has completed the dynamic adjustment of 100 companies that have become important drives for the sustainable growth of China’s software export and service outsourcing.

At present, some of the 100 newly certificated COSEP companies have owned thousands of employees. About half of these companies have passed the CMM3/CMMI3 or above certification and some have been listed in domestic or foreign stock exchanges. They have attracted clients from Europe, North America, Japan and China with operations covering such areas as finance, manufacturing, health and medical care, government, communications, logistics and education. These
COSEP companies provide diversified quality services in ITO, BPO and customized development of software, helping the clients reduce costs and increase the value in their investment.
